Just don't lose threat on Riders of Icarus Rondo ever
If you know the battle flow, it'll help out. I can only tell you from gut feeling about Harsh Slash (like 15 seconds from initialization) then it's like every half minute or so, I can't tell you, it's just gut feeling for me when I know he'll do it. You have to be careful and keep in mind the other skills' cool downs as well; if you haven't seen the skill for a while, chances are he will try to use it once animation for a previous attack (like his auto attack/other skill for example) is done. Same goes for staggers (''destabilization''); the cool downs still continue even while being staggered - the longer he is staggered the higher the odds once he stabilizes he will go instantly into the first skill from the battle flow (even chain them together, dangerous since some skills he launches anyway to whatever direction he's facing)
My tip for you I guess is to maintain 95-100% threat, but when you get that feeling/know it's coming (freezing wind that is) don't be caught in the middle of a skill's action animation. If this is Heroic and you have cap CDR, don't be afraid to toss up your AOE chains, because even if you did it anyway before the HP trigger when he summons his pets, you can pull another off if needed (you should be using Shield of Truth anyway to generate the heavy threat on every target with a follow-up AOE chains [and you can't really die with it on unless your HP is really that low and he decides to Harsh Slash]). The reason I am mentioning the AOE chain use up-close before Freezing Wind is because you can pull off the ranged chain once during initial cast/running out and again before skill ends or about to end to maintain the threat. It's also good to save Rampart Charge and charge in right at last half second (my personal combo is chain + charge) because some of the mage(s) like to nuke heavy during wind.
If you are still having issues with the threat when pets are summoned, just do single chain on Rondo when he's in animation, AOE chain, Shield of Truth, Rampart Charge either Phantom or Rondo or best target that is centralized among all targets, then Binding Law chain and any AOE DPS you can toss up with another follow-up AOE chains. Just remember, and not a whole lot of people seem to know this, but Phantom's stun bite will always target someone not on top of threat list, so just maintain the threat on Phantom as you maintain them on the rest (you can single target and charge/single chain if needed but Shield of Truth and AOE chain with cap CDR shouldn't be an issue 95% of the time) - it's only an issue if the person it's targeting like runs around a long time so it can't use its skill, killing the chain threat debuff timer/being out of range to reclaim threat. You could just not place any threat on it or small amount and have it bite you but I mean it's just easier to place it on everything and just single chain it after it's done trying to bite/biting someone else. Just don't lose threat on Rondo ever. Also don't worry about the wind getting you when you're rounding all of them up for AOE, your Shield of Truth will protect you from the wind. Shield of Truth's threat is also not absolute, high enough DPS can bypass it so be sure to stack more threat on top of it. With a Priest in the party, you should be able to tank wind anyway if you are adequately geared up. If he happens to have wind after Harsh Slash in his battle flow and slash hits you, just use your recover skill and run out, being sure to ensure threat is still on you. Keep him centered in the room if possible because running away is covering less distance away from wind than it is running to a side if you're backed into a wall. Of course, if you can just block it, that mitigates a lot of damage and even dazes him.
How do you get Riders of Icarus gold in this game?
Taming marks in general are pretty big business. Price it out first before buying the materials from the AH though--unless you can reliably crit/triumph craft a particular mark, chances are you're better off farming some or all of the mats yourself.
