Max Level Speculation
What nexon might end up doing in the open beta could be completely different .
In the First closed beta the level cap was lvl 20 nothing glamorous ,it was only there to test out the overall thoughts and how people reacted to it , in the second one they expanded the level cap to level 25 adding with it a new regain ,and awesome beasts people could tame ,and a new 10 man raid boss with enough difficulty to challenge players and keep them interested ,however in the third closed beta nexon didn't expand the level cap ,instead adding a new combat mode Called action combat,and the ability to "sprint" while on ground mounts .
Depending on the fact t hey didn't rise the level cap in the third closed beta ,it will be scary for me to think they might not change the level cap in the open beta ,And it would be a grave business decision ,and could hurt the game in the long run ,So duo to that nexon will have to pick a level cap with enough content ,and not too high so to not skip allot of content ,while holding players till they can deliver the next wave of dungeons and zone(s) ,and world bosses ,familiars etc .
And from what i have gathered level 40 seems to be the appropriate level cap for the open beta , because at that level most classes have all the necessary skills for pvp , which will make the game hyper competitive ,in addition to that The world pvp map is unlocked ,and enough pve content to satisfy the hardcore players for three weeks to five weeks ,if not more.
Reason=Because the game offers enough challenge at that level ,and most classes are close to combat maturity.
To all players: leveling from 25 to 40 is actually faster than leveling from 1 to 25. Leveling from 25 to 50 is only a few hours longer than leveling from 1 to 25.
So far, we have exactly the same EXP tables for level 1-25 as the KR version. If this trend continues, then what I said above will be true.
Now, I believe that we will be getting at least level 40 cap at OBT. When Icarus first launched in KR, they had level 40 cap and first set of legendary gear for level 40. They had one instanced raid boss, Attaius, which was a level 37~40 raid. They had a few World Bosses, one of which was level 40 (Jumawu) which was flying in the level 40 area (The Rift).
The next logical level cap would be 50, which includes the whole next area (The Desert, AKA Cloying Wastes). That area has a few dungeons and the Tower, which with legendary 40 gear could be potentially cleared up to floor 25, maybe higher if you go completely berserk with upgrading your gear.
If they go a step further, we will be getting level 55 cap, which includes 2 new areas (which are actually quite short and connected, so they add up to one big area), which are Ellora Sanctuary and Wind Canyon.
Honest opinion? At OBT it will be either 40 or 50, because giving too much content at the beginning would mean they have not much to offer when doing updates!

Riders of Icarus Closed Beta Coming 2-7 June
Riders of Icarus‘ third and final closed beta period will run from 2-7 June for players in Europe, North America, Australia and Latin America.

The important thing to also remember is that RoI has a lot of bugs to clean up as well, which need to be fixed before shoveling in more content.
A idea for a Riders of Icarus Guild Bank
I believe they banned guild members for receiving large amounts of Icarus gold in mails, which is completely similar to how roi gold bots sell their Riders of Icarus Gold.
